Dear All,
The level of ICT penetration in developing countries are moving slowly as compared to the developed countries. This I think is because, policy makers in the developing countries have a lakadazical attitude towards ICT. In my country Ghana for instance, most of the public offices are still running their offices in the traditional way, that is paper offices and because of fear, public offices and its workers are simply afraid to adopt the new technology.
I learnt at a GINKS event ICT4D organised by Savana Signatures to discuss and share knowledge on the topic "ICT Penetration in Ghana" that, there is a very huge gap between developed countries and developing countries like Ghana in terms of the use of ICT. So the concern I raise is, Why is it so? What can be done to bring developing countries out of this bondage of backwardness especially in the area of ICT?
